PS. Clarification, should I make an underground formicarium inside a plastic container and the outworld above or have a separate container for the outworld and the formicarium?

Most ants aren't really picky about outworlds. Just make sure that it isn't too crowded so that the queens won't hide out there and cleaning will be easy. And definitely check to see if there's any way the queens can escape, cause ants are very good at doing that.

odontoponera are bad at escaping
Most ponerine ants cannot climb smooth surfaces like glass. I wouldn't rely on that though, some sort of barrier is always useful.?

And make sure your setup can be expanded (like a hole with a port for some tubing) because you REALLY do not want to put your hand into a container full of ponerines. Most of them have a very nasty sting.

most ponerines need outworlds during the founding stage I think.Don’t you already have enough things for when your queens get workers? From what I can recall you have a fully built acrylic formicarium, a medicine box for a nest, plaster for creating a nest and now these containers all without even having workers yet? Seriously dude you need to chill on the purchases. You need to focus on what your queens currently need instead of what they will need in a couple months. They really don’t need anything besides a test tube for a couple of months.
Like so many other people have said you don’t need to move them out as soon as the first nanitics arrive. The test tube is perfect for small colonies with a small space that has everything the ants ever need besides food. You only need to move them out if they are getting hard to feed and take care of in a test tube and even that is only when they get 20+ workers.
Don't know how well Odontoponera can chew through material, but these can make pretty good mini outworlds if the ants can't chew through them. If you are able to put a substrate like grout or even just dirt that can be a good idea. Since the cups aren't too tall, you probably only want a small section of substrate, possible 1/4 or 1/3 of the cup's height. Make to sterilize dirt. I am not too sure on the process but one way is baking the dirt at high temperatures to kill any mites and other pathogens.
Also try to have a lid and make holes for ventilation. Make sure the workers are unable to pass through the holes. You can try to use mesh over the holes if the workers are too small.
I personally like placing food on a water bottle cap and serving to the ant. Good luck with your ants

you should have tub and tube setup until it comes with a 20+ workers after that make a formicarium suitable to them i advice is to buy some acrylic glass to maximize the space because odontoponera are big ants if you use a small plastic container it will became useless later on
