Its most likely a queen considering it was found at this time of year. To my knowledge, nobody has successfully got dolichovespula to found a nest in captivity yet. The first thing you want to do however is hibernate her, as they need to sleep for the winter before founding a nest in the spring.

I was successful with a foundress queen that I found on a small low branch in my backyard. These are so difficult to keep in captivity because they require the sun and large objects to pinpoint distance and direction to and from the nest when they fly out. I let them go outdoors after a month, but the queen did develop the outer layer of the nest nicely. Some photos are attached.

Hornet king the hornet exterminator once kept a bald faced hornet nest in captivity and was successful for a while.
he removes giant nests of wild hornets too on youtube.

Yeah I've seen his vids a couple of times. They are honestly wild.
