Found in LI. If a queen, how would you care for one to found a colony. Quarter in the picture

Its most likely a queen considering it was found at this time of year. To my knowledge, nobody has successfully got dolichovespula to found a nest in captivity yet. The first thing you want to do however is hibernate her, as they need to sleep for the winter before founding a nest in the spring.
