I live in Florida and the state next to me (Georgia) have ant keeper that more active right. We share similar sp between us. Since the laws are getting more lack now inn shipping ants, is it legal?

You'll need a permit, otherwise you can't.

Ants are Pets, not Pests.

Yes and No. Any species either you or the other person needs to have a permit from the USDA. However, Pogonomyrmex occidentalis I think can be shipped over state borders without a permit, so I someone in Georgia has Pogonomyrmex, wouldn't hurt to see if you can buy them.
