Its impossible for a hobbyist. They are a plant pest. Atta Texana can't even be shipped in texas (Where they are from).

The odds go up 100% if you do what antscanada did and move somewhere where you can have any ant you want
The odds go down to zero for Atta otherwise, unless live in a state with them

I have not done it myself but I know that with some highly restricted (i.e. venomous snakes) native wildlife, if you set up an entity to promote educational displays and information that somehow benefit the public, permits and exceptions can be made. They do this for butterfly houses and zoos all the time. Also if you were for example setting up a display in your church to highlite the wonders and miracles God performs, you might be able to make it work. Which species of atta were you considering? I live in Texas.
