Is the wine fridge cold enough?

The fridge I used only drops to 48F. I check them periodically and notice nearly all queens are still slightly active. The have been in there since early November. Should I place them in the "real" refrigerator for a few weeks or is this an acceptable hibernation and should be ready to wake successfully next month? 

 

This whole "hibernation" thing really tries the patience of a first year keeper! I'm getting "antsy".

Lower temperatures are used to slow metabolic processes during diapause. 48 F should work fine.
