Did I catch a mature queen?

I was looking around for queens earlier today and I saw a Veromessor Pergandei nest, and a few inches away from the workers digging everything out I saw a queen

 

She was seemingly 'talking' with another worker, not transfering food just feeling eachother with their antennae. Insanus flew yesterday and I was expecting a v. pergandei flight, but I didn't see any v. pergandei flight yesterday (in another location a few miles north). I don't know if v. pergandei flew yesterday at the location I was at today, but I didn't see any founding chambers.

 

Thoughts? Why would a queen of an established nest be wandering around outside of a nest away from the rest of her workers?

I was told this is probably an infertile queen that shed her wings and is acting as a worker
