Water in the bottom of the test tube

Absolutely beginner here.  Total babe in the woods.

I have a queen ready to hibernate in a test tube set-up.

I have water in the bottom of the tube.
Next, I rapidly push down a cotton ball into the water, leaving a reservoir in the bottom of the tube with no bubbles.

Is it necessary for the water to absorb all the way to the top of the cotton ball for the queen to be able to drink it?
The water is sort of "half way" up the cotton ball.  Will the water make its way through the cotton to the queen even though it's not fully saturated?

 

In other words, when setting up the test tube style chamber, does the bottom cotton ball need to be fully saturated to hydrate the queen, or does the water migrate through the cotton regardless?

I can't tell from the demo videos.

Thanks for any advice (I don't want my first queen to dehydrate.)

I like to have my cotton balls almost completely saturated. But capillary action will pull the water up eventually.
