what is the best fluon that you don't have to order online? Corn starch doesnt work, and neither does baby powder. they work for some, but not all ants. Fluon is just so expensive.

Fluon is fluon. You have to order it or else use some other barrier. Fluon is a specific chemical substance; it’s NOT the kind of thing you can whip up at home.
If you are looking for a cheaper alternative, order 100% talc powder from Amazon or eBay and mix it with alcohol. Talcohol barriers work better than fluon.

The alcohol mixes with the talc and then it all dries out. Liquid alcohol kills ants. Evaporated alcohol will just make your room smell like alcohol.

Yes

I've just given my first colony an outworld and used talcohol. If I keep the lid off and keep the area well vented as well as avoid dropping the talcohol on them directly, is it safe to apply if they are still in their tube/maybe a few in the actual outworld?

Yes, totally safe. I’ve done this many times.
