Looks just like Pheidole navigans, though I am not sure whether there are more species in CA that look similar to this species. But I'm going to go with P. navigans.

1. Location of collection: Garden Grove, CA
2. Date of collection: 5/22
3. Habitat of collection: my backyard, on my wood table.
4. Length (from head to gaster): can't find a ruler but dime in picture for scale.
5. Color, hue, pattern and texture: black and brown.
6. Distinguishing characteristics: none that I know of.
7. Distinguishing behavior: no idea.
8. Nest description: no idea.

Is this a queen? I figured it was too small but then I remembered we sometimes get micro ants in the house so I figured I'd ask before I just let it go.

For reference, a dime is 17.91mm across.

Tetramorium caespitum, I would say.

I agree with Pheidole.

Pheidole navigans is exactly what I was going to suggest.
