Could I start a colony of dampwood termites from about 30 or so workers

sometimes reproductives won't form cause termites aren't that smart.

With Zootermopsis the chances of neotenics forming are fairly high to almost guaranteed, although with a low amount of workers it will likely take a while to get a larger colony going.
